El-Sisi restructures board of State Information Service, appoints Alaa Youssef as head

President Abdel Fattah El-Sisi issued a decree restructuring the board of Egypt’s State Information Service (SIS), The state’s official media and public relations apparatus.

The decision appoints Ambassador Alaa Youssef as the new head of the agency, succeeding veteran journalist Diaa Rashwan.

Youssef brings over three decades of distinguished diplomatic experience, including serving as presidential spokesman (2014–2017), Egypt’s permanent representative to the UN, and ambassador to France and UNESCO.

The presidential Decree No. 161 of 2026 also names veteran media academic Dr. Howayda Mostafa, former dean of the Faculty of Mass Communication at Cairo University, as deputy head of the SIS.

Other board members appointed include Dr. Mohamed Fayez Farahat, Neveen Kamel Omar, Mohamed Abdel Hamid Fahmy, Abdel Moaty Abu Zeid, and Alaa El-Din Kamal Thabet.

The decree was published in the Official Gazette, formalizing the new leadership team of Egypt’s primary public communication and information agency.
